John W. Rogers Sr. was a member of the famed Tuskegee Airmen during World War IIand went on to a successful legal career capped by 21 years as a Cook County Juvenile Court judge. Mr. Rogers, 95, died Tuesday, Jan. 21, at the University of Chicago Medical Center after a long illness.
His son, John W. Rogers Jr., the founder, chairman and CEO of Ariel Investments has suffered a hug blow to his life. His dad, outside of his deceased mom was the cornerstone of life. His dad is the person who introduce the young Rogers to the stock market, which inspired his ambition to find his passion.
Mr. Rogers, Sr. was born in 1918 in Knoxville, Tenn. Upon his parents death, he and his sisters moved to Chicago to live with an uncle. Mr. Rogers graduated from Tilden Technical High School and earned a bachelor's degree in education from what is now Chicago State University in 1941.
Before World War II, African-Americans had been barred from flying for the U.S. military. Civil rights groups persuaded the government to create an African-American pursuit squadron and Mr. Rogers became part of the Tuskegee Airmen's 99th Pursuit Squadron. He was one of the original 28 airmen in the first group to go overseas. Mr. Rogers flew 120 missions in Europe.
Years later he was part of a group of about 300 Tuskegee Airmen to be honored with the Congressional Gold Medal. And in January 2012, Mr. Rogers was one of a group of Tuskegee Airmen who came to the White House as a special guest of President Barack Obama to view the movie Red Tails.
In May 1977, Mr. Rogers was appointed an associate judge in Cook County and several months later was assigned to the Juvenile Division. To the often-complicated cases involving minors, Mr. Rogers strove to bring compassion and justice, said friends and family members.
"So many juveniles have said many years later how he gave them the benefit of the doubt," said Mr. Rogers' granddaughter, Victoria Rogers. "For me, his legacy is about those core values of his that I'm trying to follow."
Mr. Rogers retired from the bench in 1998. In 2012 the University of Chicago Law School named the school's director of admissions office after him and his first wife, who died in 1997. Rogers funeral was held last Friday at Rockefeller Memorial Chapel in Hyde Park (Chicago).

This service request allows for Chicago residents to report street surface potholes. Please include the location of the pothole when making the request.

Potholes are typically irregularly shaped pavement holes.  If the problem appears to be a utility cut (usually a square cut for water or sewer repairs) or a sinkhole (usually a dip in the pavement or a void, often near a manhole or catch basin), please call 311 directly.

Chicago homeowners and businesses already have the ability to track the progress of city snow plows. Now, they’ll be able to do the same with the epidemic of potholes caused by the city’s wild winter weather.

Powered by the city’s Open Data Portal at www.cityofchicago.org/pothole tracker, Pothole Tracker provides a “visual snapshot” of potholes that city crews have filled during the previous week.

Every blue dot on the map is a location where a pothole has been reported.

It includes the customer service request number, the date the hole was filled and the total number of potholes attacked on that block when a city crew responded to that one request.

Since the New Year’s Eve storm that buried Chicago in 23 inches of snow before a record-setting cold snap, Chicago Department of Transportation crews have filled more than 50,000 potholes. They’ve gone through 1,000 tons of asphalt patching material.

The pothole problem has generated so many complaints, Mayor Rahm Emanuel added a weekend shift of three pothole crews at least a week earlier than normal.

Pothole tracker, which was announced on Friday, will give Chicagoans the information they need to keep the heat on a Chicago Department of Transportation that Inspector General Joe Ferguson has accused of failing to meet its self-imposed deadlines for pothole repairs and exaggerating its performance by failing to report 53 percent of all requests for those pivotal city services.

“Plow tracker was so popular, we thought we could mimic it. This is a cool tool for people to see the progress in almost real time,” said CDOT spokesman Peter Scales.

“Every blue dot on that map is linked to a customer service request. But every time a pothole crew goes to answer one of those calls, they fill every pothole they can find in the area — and most times it’s a lot more than that one” pothole that triggered the complaint.

Last year, city crews filled more than 625,000 potholes. This year, the combination of heavy wet snow, heavy rain and 50-degree temperature swings has set the stage for a bumper crop of potholes.

“We had so much moisture. When water gets into cracks in the pavement and freezes, the water expands and weakens the structure of the asphalt. When traffic rolls over it, it has a tendency to break in those weakened spots,” Scales said.

“I wouldn’t say it’s worse [than normal], but it’s a little bit earlier than usual.”

In 2011, then-Transportation Commissioner Gabe Klein enlisted mechanical reinforcements in the never-ending war on potholes: four machines known as “pothole killers” that can fill a hole in 60 seconds with a much smaller crew. The cost was $50,000-a-month.

On Friday, Scales acknowledged that the experiment failed — just as a prior pothole filling machine flopped three years before that — and has since been abandoned in favor of the old-fashioned way of filling potholes.

“There was a big learning curve on the technology even after training. And it performed about the same or not as well as a crew of folks can do,” he said.

It was a history-making year at the Illinois Capitol, with lawmakers legalizing gay marriage, allowing medical marijuana for those with chronic illnesses, permitting concealed handguns and approving major changes to the government worker pension system.
But those high-profile measures represent just a handful of new laws to be put on the books, with more than 200 rules and regulations set to take effect Jan. 1. The laws will affect everything from how students are taught sex education in public schools to who can use a tanning bed to how dogs can be legally tethered outside.
"Obviously, pension reform was the big issue and I think nothing else even came close to that in terms of the importance to the people of this state," said Senate Republican leader Christine Radogno of Lemont. "But I think a lot of the legislation we undertook really reflects the concerns of the day. They are all issues that across the country are very timely right now."
Carrying concealed firearms
After a hard-fought battle, Illinois residents can begin applying for permits to carry concealed guns in public starting Jan. 5. Legislators estimate there will be up to 400,000 applicants.
Illinois is the last state in the nation to approve public possession of a concealed weapon. However, once permits are issued, around 90 days after the application, individuals face another challenge: figuring out where it's legal to carry a firearm and where having a gun could land them in jail.
